The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has launched the Nigerian Oil and Gas Industry Emission Tracker (NOGIET), a technology-driven platform designed to enhance methane monitoring, reporting and regulatory enforcement.
A press release by NUPRC’s, Head, Media and Corporate Communications, Eniola Akinkuotu, stated the platform seeks to strengthen its drive to obtain Nigeria’s 60 % methane emissions discount goal by 2035.
NOGIET was formally handed over to the Commission Chief Executive of the NUPRC, Mrs Oritsemeyiwa Eyesan, on the Commission’s headquarters in Abuja.
The Executive Commissioner, Health, Safety, Environment and Community (HSEC), Captain John Tonlagha, who represented the Chief Executive, disclosed that the initiative varieties a part of the Commission’s efforts to intensify the implementation of its 2022 Guidelines for the Management of Fugitive Methane and Greenhouse Gas Emissions within the Upstream Oil and Gas Sector.
She stated the rules require operators to transition from estimation-based to measurement-based emissions reporting by the primary quarter of 2027.
Eyesan stated the platform aligns with the Commission’s digital transformation agenda and Nigeria’s broader dedication to lowering methane emissions, eliminating routine gasoline flaring and reaching net-zero emissions by 2060.
“NOGIET integrates satellite-based methane plume detection, regulatory mapping of oil blocks and pipelines, and facility-level emissions measurements to help regulators identify emission hotspots, detect discrepancies in reported data, prioritise inspections and strengthen compliance monitoring,” the CCE stated.
She emphasised that the efficient integration of NOGIET into the Commission’s regulatory monitoring and knowledge administration programs would strengthen the credibility, consistency and reliability of emissions knowledge.
The platform was developed by way of a partnership involving the Stakeholder Democracy Network (SDN), with monetary and technical help from the Global Methane Hub (GMH).
It is designed to be used by each the NUPRC and the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), selling a coordinated method to methane administration throughout the oil and gasoline sector.
